Stamp Duty and Registration Charges in Hyderabad: What You Actually Pay
Almost every buyer we meet has budgeted carefully for the price on the builder's sheet and not at all for what it costs to put the property in their name. In Hyderabad that gap is large enough to derail a purchase, so it is worth being precise about it.
The 6% you pay inside GHMC limits
For an urban property within GHMC limits, registration costs 6% of the property value. That splits into 4% stamp duty, 1.5% transfer duty and a 0.5% registration fee. On a one crore apartment that is six lakh rupees, payable at registration and not financeable as part of the base loan amount in most cases.
In gram panchayat areas outside the municipal corporation the arithmetic changes and the total lands closer to 7.5%. If you are looking at plots or villas on the city's edge, confirm which jurisdiction the property falls under before you build your budget.
It is charged on guidance value, not just your price
The charge is calculated on whichever is higher: the sale consideration you have agreed with the seller, or the government guidance value - sometimes called the circle rate - for that locality. Where the market has run ahead of the guidance value, your agreed price governs. Where guidance values have been revised sharply upward, as happened along several Outer Ring Road corridors, the government figure can exceed a negotiated price and set the floor for your duty.
This is why a seller offering to "register at a lower value" is offering you nothing. The department will apply the guidance value regardless, and understating consideration in a registered instrument is a problem you do not want.
What else sits outside the quoted price
Beyond registration, expect GST at 5% if the property is under construction, corpus and maintenance deposits, car parking and infrastructure charges where they are billed separately, and legal fees. Add them up before you decide what you can afford - on an under-construction purchase the true cost above the base price is frequently 11-13%.
Ask for a written cost sheet that lists every head of charge, not just the per-square-foot rate. Any developer serious about selling to you will provide one.
